It Just Gets Worse

Back in March 2004 President Bush had a great time displaying what he felt was a hilarious set of photos showing him searching the Oval Office for the weapons of mass destruction that hadn't been found in Iraq. It was a spoof he performed at the annual dinner of the Radio and Television Correspondents' Association.

The photos showed the president peering behind curtains and looking under furniture for the missing weapons. Mr. Bush offered mock captions for the photos, saying, "Those weapons of mass destruction have got to be somewhere" and "Nope, no weapons over there ... maybe under here?"

If there's something funny about Mr. Bush's misbegotten war, I've yet to see it. The president deliberately led Americans traumatized by the attacks of Sept. 11, 2001, into the false belief that there was a link between Iraq and Al Qaeda, and that a pre-emptive invasion would make the United States less vulnerable to terrorism.

Close to 600 Americans had already died in Iraq when Mr. Bush was cracking up the audience with his tasteless photos at the glittering Washington gathering. The toll of Americans has now passed 1,750. Tens of thousands of Iraqis have died. Scores of thousands of men, women and children have been horribly wounded. And there is no end in sight.

Last week's terror bombings in London should be seen as a reminder not just that Mr. Bush's war was a hideous diversion of focus and resources from the essential battle against terror, but that it has actually increased the danger of terrorist attacks against the U.S. and its allies.

The C.I.A. warned the administration in a classified report in May that Iraq - since the American invasion in 2003 - had become a training ground in which novice terrorists were schooled in assassinations, kidnappings, car bombings and other terror techniques. The report said Iraq could prove to be more effective than Afghanistan in the early days of Al Qaeda as a place to train terrorists who could then disperse to other parts of the world, including the United States.

Larry Johnson, a former C.I.A. analyst who served as deputy director of the State Department's counterterrorism office, said on National Public Radio last week: "You now in Iraq have a recruiting ground in which jihadists, people who previously were not willing to go out and embrace the vision of bin Laden and Al Qaeda, are now aligning themselves with elements that have declared allegiance to him. And in the course of that, they're learning how to build bombs. They're learning how to conduct military operations."

Has the president given any thought to leveling with the American people about how bad the situation has become? And is he even considering what for him would be the radical notion of soliciting the counsel of wise men and women who might give him a different perspective on war and terror than the Kool-Aid-drinking true believers who have brought us to this dreadful state of affairs? The true believers continue to argue that the proper strategy is to stay the current catastrophic course.

Americans are paying a fearful price for Mr. Bush's adventure in Iraq. In addition to the toll of dead and wounded, the war is costing about $5 billion a month. It has drained resources from critical needs here at home, including important antiterror initiatives that would improve the security of ports, transit systems and chemical plants.

The war has diminished the stature and weakened the credibility of the United Sates around the world. And it has delivered a body blow to the readiness of America's armed forces. Much of the military is now overdeployed, undertrained and overworked. Many of the troops are serving multiple tours in Iraq. No wonder potential recruits are staying away in droves.

Whatever one's views on the war, thoughtful Americans need to consider the damage it is doing to the United States, and the bitter anger that it has provoked among Muslims around the world. That anger is spreading like an unchecked fire in an incredibly vast field.

The immediate challenge to President Bush is to dispense with the destructive fantasies of the true believers in his administration and to begin to see America's current predicament clearly. New voices with new approaches and new ideas need to be heard. The hole we're in is deep enough. We need to stop digging.

We're Not in Watergate Anymore

WHEN John Dean published his book " Worse Than Watergate " in the spring of 2004, it seemed rank hyperbole: an election-year screed and yet another attempt by a Nixon alumnus to downgrade Watergate crimes by unearthing worse "gates" thereafter. But it's hard to be dismissive now that my colleague Judy Miller has been taken away in shackles for refusing to name the source for a story she never wrote. No reporter went to jail during Watergate. No news organization buckled like Time. No one instigated a war on phony premises. This is worse than Watergate.

To start to see why, forget all the legalistic chatter about shield laws and turn instead to " The Secret Man ," Bob Woodward's new memoir about life with Deep Throat. The book arrived in stores just as Judy Miller was jailed, as if by divine intervention to help illuminate her case.

Should a journalist protect a sleazy, possibly even criminal, source? Yes, sometimes, if the public is to get news of wrongdoing. Mark Felt was a turncoat with alternately impenetrable and self-interested motives who betrayed the F.B.I. and, in Mr. Woodward's words, "lied to his colleagues, friends and even his family." (Mr. Felt even lied in his own 1979 memoir.) Should a journalist break a promise of confidentiality after, let alone before, the story is over? "It is critical that confidential sources feel they would be protected for life," Mr. Woodward writes. "There needed to be a model out there where people could come forward or speak when contacted, knowing they would be protected. It was a matter of my work, a matter of honor."

That honorable model, which has now been demolished at Time, was a given in what seems like the halcyon Watergate era of "The Secret Man." Mr. Woodward and Carl Bernstein had confidence that The Washington Post's publisher, Katharine Graham, and editor, Ben Bradlee, would back them to the hilt, even though the Nixon White House demonized their reporting as inaccurate (as did some journalistic competitors) and threatened the licenses of television stations owned by the Post Company.

At Time, Norman Pearlstine - a member of the board of the Committee to Protect Journalists, no less - described his decision to turn over Matt Cooper's files to the feds as his own, made on the merits and without consulting any higher-ups at Time Warner. That's no doubt the truth, but a corporate mentality needn't be imposed by direct fiat; it's a virus that metastasizes in the bureaucratic bloodstream. I doubt anyone at Time Warner ever orders an editor to promote a schlocky Warner Brothers movie either. (Entertainment Weekly did two covers in one month on "The Matrix Reloaded.")

Time Warner seems to have far too much money on the table in Washington to exercise absolute editorial freedom when covering the government; at this moment it's awaiting an F.C.C. review of its joint acquisition (with Comcast) of the bankrupt cable company Adelphia. "Is this a journalistic company or an entertainment company?" David Halberstam asked after the Pearlstine decision. We have the answer now. What high-level source would risk talking to Time about governmental corruption after this cave-in? What top investigative reporter would choose to work there?

But the most important difference between the Bush and Nixon eras has less to do with the press than with the grave origins of the particular case that has sent Judy Miller to jail. This scandal didn't begin, as Watergate did, simply with dirty tricks and spying on the political opposition. It began with the sending of American men and women to war in Iraq.

Specifically, it began with the former ambassador Joseph Wilson's July 6, 2003, account on the Times Op-Ed page (and in concurrent broadcast appearances) of his 2002 C.I.A. mission to Africa to determine whether Saddam Hussein had struck a deal in Niger for uranium that might be used in nuclear weapons. Mr. Wilson concluded that there was no such deal, as my colleague Nicholas Kristof reported, without divulging Mr. Wilson's name, that spring. But the envoy's dramatic Op-Ed piece got everyone's attention: a government insider with firsthand knowledge had stepped out of the shadows of anonymity to expose the administration's game authoritatively on the record. He had made palpable what Bush critics increasingly suspected, writing that "some of the intelligence related to Iraq's nuclear weapons program was twisted to exaggerate the Iraqi threat."

Up until that point, the White House had consistently stuck by the 16 incendiary words in President Bush's January 2003 State of the Union address: "The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa." The administration had ignored all reports, not just Mr. Wilson's, that this information might well be bogus. But it still didn't retract Mr. Bush's fiction some five weeks after the State of the Union, when Mohamed ElBaradei, the director general of the International Atomic Energy Agency, announced that the uranium claim was based on fake documents. Instead, we marched on to war in Iraq days later. It was not until Mr. Wilson's public recounting of his African mission more than five months after the State of the Union that George Tenet at long last released a hasty statement (on a Friday evening, just after the Wilson Op-Ed piece) conceding that "these 16 words should never have been included in the text written for the president."

The Niger uranium was hardly the only dubious evidence testifying to Saddam's supposed nuclear threat in the run-up to war. Judy Miller herself was one of two reporters responsible for a notoriously credulous front-page Times story about aluminum tubes that enabled the administration's propaganda campaign to trump up Saddam's W.M.D. arsenal. But red-hot uranium was sexy, and it was Mr. Wilson's flat refutation of it that drove administration officials to seek their revenge: they told the columnist Robert Novak that Mr. Wilson had secured his (nonpaying) African mission through the nepotistic intervention of his wife, a covert C.I.A. officer whom they outed by name. The pettiness of this retribution shows just how successfully Mr. Wilson hit the administration's jugular: his revelation threatened the legitimacy of the war on which both the president's reputation and re-election campaign had been staked.

This was another variation on a Watergate theme. Charles Colson's hit men broke into the office of Daniel Ellsberg's psychiatrist, seeking information to smear Mr. Ellsberg after he leaked the Pentagon Papers, the classified history of the Vietnam War, to The Times. But there was even greater incentive to smear Mr. Wilson than Mr. Ellsberg. Nixon compounded the Vietnam War but didn't start it. The war in Iraq, by contrast, is Mr. Bush's invention.

Again following the Watergate template, the Bush administration at first tried to bury the whole Wilson affair by investigating itself. Even when The Washington Post reported two months after Mr. Wilson's Op-Ed that "two top White House officials" had called at least six reporters, not just Mr. Novak, to destroy Mr. Wilson and his wife, the inquiry was kept safely within the John Ashcroft Justice Department, with the attorney general, according to a Times report , being briefed regularly on details of the investigation. If that rings a Watergate bell now, that's because on Thursday you may have read the obituary of L. Patrick Gray, Mark Felt's F.B.I. boss, who, in a similarly cozy conflict of interest, kept the Nixon White House abreast of the supposedly independent Watergate inquiry in its early going.

Political pressure didn't force Mr. Ashcroft to relinquish control of the Wilson investigation to a special prosecutor, Patrick Fitzgerald, until Dec. 30, 2003, more than five months after Mr. Novak's column ran. Now 18 more months have passed, and no one knows what crime Mr. Fitzgerald is investigating. Is it the tricky-to-prosecute outing of Mr. Wilson's wife, the story Judy Miller never even wrote about? Or has Mr. Fitzgerald moved on to perjury and obstruction of justice possibly committed by those who tried to hide their roles in that outing? If so, it would mean the Bush administration was too arrogant to heed the most basic lesson of Watergate: the cover-up is worse than the crime.

"Mr. Fitzgerald made his bones prosecuting the mob," intoned the pro-Bush editorial page of The Wall Street Journal, "and doesn't seem to realize that this case isn't about organized crime." But that may be exactly what it is about to an ambitious prosecutor with his own career on the line. That the Bush administration would risk breaking the law with an act as self-destructive to American interests as revealing a C.I.A. officer's identity smacks of desperation. It makes you wonder just what else might have been done to suppress embarrassing election-season questions about the war that has mired us in Iraq even as the true perpetrators of 9/11 resurface in Madrid, London and who knows where else.

IN his original Op-Ed piece in The Times, published two years to the day before Judy Miller went to jail, Mr. Wilson noted that "more than 200 American soldiers have lost their lives in Iraq already," before concluding that "we have a duty to ensure that their sacrifice came for the right reasons." As that death toll surges past 1,700, that sacred duty cannot be abandoned by a free press now.

3005hamzab.jpg By now, it's pretty clear that the bombs that ripped dozens of Londoners to shreds and maimed hundreds more were constructed locally by people with little more technical know-how than the Weather Underground. You don't need a faux terror "expert" like Stephen Emerson to tell you that that might mean the attacks were also planned locally. Despite mounting evidence supporting the local angle, an anonymous "senior counterterrorism official," either from the State Department or the Pentagon, is trying to spin journalists with ominous suggestions of a Zarqawi hand in the bombing plot -- and doing so without offering any evidence. I'll get to this disinformation campaign later. For now, read on.

London has a burgeoning community of radical Islamists. Most of them are followers of, or are sympathetic to, one-eyed cleric Abu Hamza Al-Masri. Al-Masri cut his teeth (and lost his hand) in Afghanistan in the 1980's fighting alongside Osama and a entire generation of future jihadi leaders. His Finsbury Park mosque has been a favorite stop of shoe bomber Richard Reid and Zacharias Moussaoui. To be sure, the majority of the mosque's attendees reject the radical, politicized version of Islam espoused by al-Qaida's leadership. On Friday, Finsbury Park Mosque played host to one of the Muslim community's fiercest denunciations of the attacks. Al-Masri has nonetheless been under scrutiny since 1999, when Scotland Yard questioned him about terror-related activities. Soon after, Yemen unsuccessfully requested his extradition for plotting bombings there.

Now Al-Masri is on trial for inciting violence. He faces a maximum sentence of life. And he could be extradicted to the US after his conviction. Al-Masri's trial was set to begin on Tuesday -- two days before the terror attacks in London. Could the bombings be related to his prosecution? Undoubtedly. Unfortunately, a "senior counterterrorism official" is trying to spin reporters with the claim that Zarqawi planned the attacks. (The claim is also discussed here.) This looks, smells and quacks like a Pentagon/State Department disinformation campaign designed to reinforce the notion of Iraq as a "central battlefield in the war on terror." Zarqawi's involvement in the London attacks would also bolster his profile among the American public, fulfilling a PR goal the White House established once they essentially gave up on capturing bin Laden.

It appears British intelligence has rejected the Pentagon's misinformation. As the New York Times reports:

Investigators have concluded that the bombs that ripped through three subway trains and a bus on Thursday were relatively crude devices containing less than 10 pounds of explosives each. That finding supports a theory gaining momentum among the authorities that the plot was carried out by a sleeper cell of homegrown extremists rather than highly trained terrorists exported to Britain.

As long as the Bush administration's disinformation is accepted at face value, we are living in the land of the blind, a place where, as Bob Dylan reminded us, the one-eyed man is king.

Let's Have This Fight

Should a temporary majority of 50.7 percent have control over the entire United States government? Should 49.3 percent of Americans have no influence over the nation's trajectory for the next generation?

Those are the stakes in the coming fight over the next Supreme Court justice. The much-maligned "outside groups" preparing for battle over President Bush's choice deserve credit for openly acknowledging this struggle for power.

Speaking from Denmark on Wednesday, Bush couldn't resist a knock at "special-interest groups" for exploiting the court debate on behalf of "their own fundraising capabilities." Okay, shame on them for raising all that money. But these groups -- left and right -- are fighting because they know how much this matters.

Paradoxically, that's why the White House is telling its right-wing allies to shut up. It's not just that the president is understandably peeved over conservative attacks on his attorney general, Alberto Gonzales. By being so vocal, the conservative groups are making clear what the administration would like to obscure: that this is a political and philosophical choice. We are deciding whether one ideological orientation will hold sway over all three branches of the federal government.

That means that the most important questions for senators to ask a nominee have to do with his or her philosophy. It is preposterous to rule such questions out of bounds. It's also hypocritical.

On the Sunday after Justice Sandra Day O'Connor announced her retirement, a front-page story in The Post noted that "the conservative movement has within its grasp the prize it has sought for more than 40 years: the control of all levers of the federal government." The story quoted Manuel Miranda, former counsel to Senate Republican leader Bill Frist, as declaring: "It is the moment of conclusion." That is an entirely forthright statement of the conservative hope.

But another story in the same edition quoted a planning document for Republicans on the Senate Judiciary Committee. It urged its side to avoid disclosing the "personal political views or legal thinking on any issue" of Bush's prospective nominee. The idea, as the story put it, was "to focus on qualifications rather than specific issues."

In other words, to win an ideological fight and take control of "all levers of the federal government," Republicans will insist that the battle has nothing to do with either power or ideology. The conservative "special-interest groups," no less than their liberal counterparts, have so far refused to play this misleading game.

Many Republicans are already saying that since Bush won the last election and since Republicans control the Senate, the president's choice should be confirmed with dispatch. But as former judge Robert Bork wrote recently in the Wall Street Journal, the Supreme Court "is the most powerful branch of government in domestic policy." Today's Republican majority, based on Bush's 50.7 percent of the vote in 2004, has no inherent right to exercise near-total control over that "most powerful branch."

Consider that since 1992 the Republican presidential vote has averaged only 44 percent and the vote for Republican House candidates has averaged roughly 48 percent. In 2004, with large margins in some of the largest states, Democratic candidates for the U.S. Senate received nearly 5 million more votes than their Republican opponents.

Those numbers don't change the fact that the GOP controls both the White House and the Senate. But they do suggest that the Republicans owe a decent respect to the opinions of the Democratic minority and have no mandate for pushing the court far to the right. Yes, this is a "political" assertion. But debates over Supreme Court nominations have been political throughout our history.

Those who say that politics, philosophy and "issues" shouldn't be part of the confirmation argument typically bemoan the prospect of a mean and dirty fight. But if the only legitimate way to stop a nominee is to discover or allege some personal shortcoming, all the incentives are in favor of nasty ad hominem attacks. If senators disagree profoundly with the philosophy of a nominee who happens to be a perfectly decent human being, isn't it far better that they wage their battle openly on philosophical and political grounds? Why force them to dig up bad stuff on a good person? Paradoxically, denying that politics matter in confirmation battles makes for uglier politics.

So, in the coming contest, I say hooray for those supposedly awful outside groups. Yes, they often behave in troublesome ways. But because these groups tell the truth about how important this battle is for the future of our country, I hope they ignore the high-minded scoldings they'll be getting and refuse to shut up.

Do Tax Cuts for the Wealthy Stimulate Employment?

THE centerpiece of the Bush administration's economic policy has been large federal income tax cuts aimed mainly at top earners. These tax cuts account for much of the $2 trillion increase in the national debt projected to occur during the Bush presidency. They prompted a large group of Nobel laureates in economics to issue a statement last year condemning the administration's "reckless and extreme course that endangers the long-term economic health of our nation."

The question of whether to make the tax cuts permanent is still on the Congressional agenda. So it is an opportune moment to examine the president's argument in support of them.

Mr. Bush never pretended that the tax cuts were needed to make life more comfortable for the well to do. After all, with the bulk of all pretax income gains having gone to top earners in recent years, this group has prospered as never before.

Rather, the president portrayed his tax cuts as the linchpin of his economic stimulus package. He argued that because most new jobs are created by small businesses, tax cuts to the owners of those businesses would stimulate robust employment growth. His policy thus rests implicitly on the premise that if business owners could afford to hire additional workers, they would. But whether owners can afford to hire is not the issue. What matters is whether hiring will increase their profits.

The basic hiring criterion, found in every introductory textbook (including those written by the president's own economic advisers), is straightforward: If the output of additional workers can be sold for at least enough to cover their salaries, they should be hired; otherwise not. If this criterion is met, hiring extra workers makes economic sense, no matter how poor a business owner might be. Conversely, if the criterion is not satisfied, hiring makes no economic sense, even for billionaire owners. The after-tax personal incomes of business owners are irrelevant for hiring decisions.

The president's defenders might respond that business owners often need money up front to cover the hiring and training costs incurred before new workers can effectively contribute to extra production. The tax cuts put that money in their pockets. That is true but does nothing to alter the basic hiring rule.

Owners who used their tax cuts to finance the initial costs of new hiring would be acting, in effect, as their own bankers, lending money to themselves in the hope of future returns. The test for whether such internal loans make economic sense is exactly the same as the test for external loans.

A loan from a bank makes sense if the firm's ultimate gain from hiring extra workers is enough to cover not only their salaries but also repayment of the loan plus interest. Internal loans must meet the same standard. They are justified only if the firm's gain from hiring extra workers is enough to cover their salaries and repayment of the loan, including the interest that owners could have earned had they left their tax cuts in the bank. In hiring decisions, the implicit costs of internal loans have exactly the same economic standing as the explicit costs of external loans.

In brief, the president's claim that tax cuts to the owners of small businesses will stimulate them to hire more workers flies in the face of bedrock principles outlined in every introductory economics textbook.

A second way the Bush tax cuts might have stimulated employment is by inducing the wealthy to spend more on consumption. But a large share of the tax windfalls received by the wealthy are not spent in the short run. And even among those who are induced to spend more, the main effect is not increased demand for domestically produced goods and services, but rather increased bidding for choice oceanfront property and longer waiting lists for the new Porsche Carrera GT. Such spending does little to stimulate domestic employment.

Had the dollars required to finance the president's tax cuts been used in other ways, they would have made a real difference. Larger tax cuts for middle- and low-income families, for example, would have stimulated immediate new spending because the savings rates for most of these families are low. And their additional spending would have been largely for products made by domestic businesses - which would have led, in turn, to increased employment.

Grants to cash-starved state and local governments would have prevented layoffs of thousands of teachers and police officers. And many useful jobs could have been created directly. For instance, people could have been hired to scrutinize the cargo containers that currently enter the nation's ports uninspected.

Economists from both sides of the political aisle argued from the beginning that tax cuts for the wealthy made no sense as a policy for stimulating new jobs. And experience has proved them right. Total private employment was actually lower in January 2005 than in January 2001, the first time since the Great Depression that employment has fallen during a president's term of office.

Private Spy and Public Spouse Live at Center of Leak Case

WASHINGTON, July 1 - For nearly two years, the investigation into the leak of a covert C.I.A. officer's name has unfolded clamorously in the nation's capital, with partisan brawling on talk shows, prosecutors interviewing President Bush and top White House officials, and the imminent prospect that reporters could go to jail for contempt of court.

But the woman at the center of it all, Valerie E. Wilson, has kept her silence, showing the discipline and discretion that colleagues say made her a good spy. As her husband, Joseph C. Wilson IV, has become a highly visible critic of the administration and promoted his memoirs, Ms. Wilson has ferried their 5-year-old twins to doctors' appointments, looked after their hilltop house in the upscale Palisades neighborhood of Washington and counseled women with postpartum depression.

On June 1, after a year's unpaid leave, Ms. Wilson, now known to the country by her maiden name, Valerie Plame, returned to a new job at the Central Intelligence Agency, determined to get her career back on track, her husband said. Neither the agency nor Mr. Wilson would describe her position, except to make what might seem an obvious point: she will no longer be working under cover, as she did successfully for almost 20 years.

"Before this whole affair, no one would ever have thought of her as an undercover agent," said David Tillotson, a next-door neighbor for seven years who got to know the Wilsons well over back-fence chats, shared dinners and play dates for their grandchildren with the Wilsons' children, Trevor and Samantha.

"She wasn't mysterious," Mr. Tillotson said. "She was sort of a working soccer mom."

He recalled his incredulity on July 14, 2003, when his wife, Victoria, spotted in The Washington Post, in a syndicated column by Robert Novak, a line identifying their neighbor by her maiden name and calling her an "agency operative." Ms. Tillotson kept calling out: "This can't be! This can't be!"

The Wilsons' neighbor on the other side, Christopher Wolf, was similarly aghast. As he sat on his deck staring at the Novak column, Mr. Wilson came out his back door.

"I said: 'This is amazing! I had no idea,' " Mr. Wolf recalled. "He sort of motioned to me to keep my voice down."

A Jaguar-driving, cigar-smoking, silver-haired former ambassador, Mr. Wilson, 55, interpreted the leak of his wife's C.I.A. connection as an act of vengeance from White House officials for his public accusations of deceit in building a case for the Iraq war. Days before the leak, he had gone public in a New York Times Op-Ed article and television appearances to charge that the administration had covered up his own debunking of reports that Iraq had bought uranium in Africa.

What he calls a "smear campaign" against the couple has catalyzed his transformation from nonpartisan diplomat - he worked closely with the first President Bush and his top aides during the first gulf war - to anti-Bush activist.

On Wednesday, a federal judge is expected to decide whether two reporters, Judith Miller of The Times and Matt Cooper of Time magazine, will go to jail for refusing to cooperate with a grand jury investigation into the leak. That the leaker appears willing to permit journalists to be incarcerated rather than taking public responsibility for his actions simply shows the leaker's "cravenness and cowardice," Mr. Wilson said.

It is not known what information, if any, Mr. Novak supplied to prosecutors, but he is not facing jail time.

Meanwhile, Ms. Wilson, 42, whose husband said she has used her married name both at work and in her personal life since their 1998 marriage, declined to speak for this article. She has guarded her privacy, with rare exceptions. She posed with her husband for a Vanity Fair photographer, wearing sunglasses and with a scarf over her blond hair. She drafted an op-ed article to correct what she felt were distortions of her and her husband's actions, but the C.I.A. would not authorize its publication, saying it would "affect the agency's ability to perform its mission."

Former C.I.A. officers differ on the impact of Mr. Novak's identification of Ms. Wilson, who had been working against weapons proliferation in Europe and elsewhere while posing as an analyst for a shell company in Boston, Brewster Jennings & Associates, set up by the agency.

Clandestine service officers working under such "nonofficial cover" - rather than the traditional guise of diplomat - are considered to hold the most sensitive and vulnerable jobs in intelligence, lacking the protection of diplomatic immunity if they are unmasked overseas. Disclosing the C.I.A. employment of officers under cover can endanger the officers, their operations and their agents, as well as violate the Intelligence Identities Protection Act of 1982, the law that prompted the current leak investigation.

"This situation has been very hard on her, professionally and personally," said Melissa Boyle Mahle, a former C.I.A. case officer and a friend of Ms. Wilson. "Not only have you removed from the playing field a very knowledgeable counterproliferation officer at a time when we really need her services. But before this she was on a fast track as a candidate for senior management at the agency. With something like this, her career will never recover."

But other former C.I.A. officers say that by 2003 Ms. Wilson's cover was already thin. Any serious inquiry would have revealed that Brewster Jennings was little more than a mailbox. Though she traveled regularly, Ms. Wilson, who speaks French, German and Greek, had been working for some time at agency headquarters in Langley, Va. And her marriage to a senior American diplomat, Mr. Wilson, ended any pretense of having no government ties.

"At that point, she looks, walks and quacks like an overt agency employee," said Fred Rustmann, a C.I.A. officer from 1966 to 1990, who supervised Ms. Wilson early in her career and calls her "one of the best, an excellent officer."

Yet outside the spy world, word of her real employment came as a shock. To have such a carefully nurtured identity shattered in a single stroke was traumatic, Mr. Wilson said. "Your whole network of personal relationships over 20 years are compromised," he said.

Ms. Wilson had to explain to friends and relatives that she had never leveled with them since joining the agency shortly after graduating from Pennsylvania State University with a degree in journalism in 1984.

"My sister-in-law turned to my brother," Mr. Wilson recalled, "and said, 'Do you think Joe knew?' "

Joe knew. As their relationship grew serious after they met at a 1997 reception at the Turkish ambassador's residence, Valerie Plame revealed her real job to Mr. Wilson, who had a top secret clearance. Three months after they married, he retired from the State Department after a 23-year career that included an ambassadorship to two countries, Gabon and São Tomé and Príncipe. Now he consults on business projects in Africa as J. C. Wilson International Ventures.

Their marriage was her second and his third; he is also the father of 26-year-old twins from his first marriage. Friends say that after the birth of their twins in 2000, Ms. Wilson suffered postpartum depression, which prompted her to become active in helping other mothers.

The Wilsons have had a low-key social life, friends say. Mr. Wilson said they had attended only one "A-list Washington party," given by Ben Bradlee, the retired Washington Post editor. Before July 2003, some neighbors knew them from the playground only as "Trevor and Samantha's mom and dad."

Their turn in the limelight changed that temporarily, as liberal celebrities embraced them; they were honored in late 2003 at a dinner at the guesthouse of the television producer Norman Lear, with guest list that included Warren Beatty.

The couple's actions in 2002 have become, in the polarized politics of the Iraq war, subject to divergent interpretation. All agree that Mr. Wilson traveled to Niger in February 2002 at the C.I.A.'s request to assess reports that Saddam Hussein had tried to buy uranium there. There the agreement ends.

In the version of his Republican critics, laid out in part by members of the Senate Intelligence Committee last year, Mr. Wilson's trip was a junket orchestrated by his wife. Further, the critics say, Mr. Wilson's findings on the uranium question were equivocal. But as a partisan Democrat, they say, he exploited his minor involvement to attack the president, asserting that Mr. Bush misled the American people by citing the questionable uranium claim in his 2003 State of the Union address.

Mr. Wilson has laid out his own account in interviews and in his memoir, "The Politics of Truth: Inside the Lies That Led to War and Betrayed My Wife's C.I.A. Identity." The 514-page book, which features on the back cover photographs of Mr. Wilson with the first President Bush, President Bill Clinton and Saddam Hussein, has sold 60,000 copies in hardcover, according to the publisher, Carroll & Graf. The just-published paperback includes an 11,000-word essay by Russ Hoyle, an investigative reporter recruited by Carroll & Graf to examine factual disputes raised by the case.

Mr. Wilson said that though his wife wrote a memorandum describing his expertise at the request of a C.I.A. superior, she did not propose him for the Niger trip. He scoffs at the notion that a trip to one of the poorest countries on earth, for which he was paid only his expenses, was some kind of prize.

He has acknowledged he may have misspoken about a few details, like the date he became aware of forged documents purporting to show a uranium sale. But conservatives' attacks on his credibility, he said, are merely an effort to distract Americans from a far graver fact: that the United States went to war on the basis of flimsy, distorted evidence.

"I'm deeply saddened that the debate before the war did not adequately take into consideration issues that a number of us had raised," Mr. Wilson said.

While his wife has shunned publicity, he has become an always-available news media voice, lending the weight of international experience and insider status to criticism of Mr. Bush's conduct of the war.

Despite conservatives' efforts to portray him as a left-wing extremist, he insisted he remained a centrist at heart. But after his tangle with the current administration, he admits "it will be a cold day in hell before I vote for a Republican, even for dog catcher."

Mr. Wilson ended a long interview in a downtown hotel when he realized he was late to pick up the twins. As the first gulf war loomed, and Mr. Wilson was the last American official to meet with Saddam Hussein, his older twins, Joe and Sabrina, were 12 years old, and worried that their father might not make it out of Baghdad to join them in the United States, he said.

During this war with Iraq, the gravest danger to him has been political vilification. He and his wife, Mr. Wilson said, have tried to insulate their children from the hubbub that followed the leak of her name.

It has not always been easy. Once, when Trevor was 3, he recognized his father on yet another show.

"He banged on the TV," Mr. Wilson recalled, "and said, 'Dad, get out of the box!' "

The Two Wars of the Worlds

ON the morning after George W. Bush spoke to the nation from Fort Bragg, Americans started marching off to Steven Spielberg's "War of the Worlds." Both halves of this double feature invoked 9/11, perfectly timed for this particular holiday. Ever since "Jaws," a movie set on the July Fourth weekend, broke box office records 30 summers ago, Independence Day has come to stand for terror as much as for freedom.

Decide for yourself if "War of the Worlds" is more terrifying than "Jaws." Either way, it's scarier than the president's speech. Yet the discrepancy between Mr. Spielberg's ability to whip up fear and Mr. Bush's inability isn't merely a matter of aesthetics. On Independence Day 2005, this terror gap is an ideal barometer for gauging the waning political power of a lame-duck president waging what increasingly looks like a lame-duck war.

As we saw on Tuesday night, doomsday isn't the surefire hit it used to be for Mr. Bush. Now that the rhetorical arsenal of W.M.D.'s and mushroom clouds is bare, he had little choice but to bring back that oldie but goodie, 9/11, as the specter of the doom that awaits us if we don't stay the course - his course - in Iraq. By the fifth time he did so, it was hard not to think of that legendary National Lampoon cover: "If you don't buy this magazine, we'll kill this dog."

Planned or not, the sepulchral silence of Mr. Bush's military audience was the perfect dazed response to what was literally a summer rerun. The president gave almost the identical televised address, albeit with four fewer 9/11 references, at the Army War College in Pennsylvania in May 2004. It's so tired that this time around even the normally sympathetic Drudge site gave higher billing to reviews of "War of the Worlds." Fewer TV viewers tuned in than for any prime-time speech in Mr. Bush's presidency. A good thing too, since so much of what he said was, as usual, at odds with reality. The president pledged to "prevent Al Qaeda and other foreign terrorists from turning Iraq into what Afghanistan was under the Taliban" a full week after Newsweek and The New York Times reported on a new C.I.A. assessment that the war may be turning Iraq into an even more effective magnet and training ground for Islamic militants than Afghanistan was for Al Qaeda in the 1980's and 90's.

"War of the Worlds" makes as many references to 9/11 as Mr. Bush did. The alien attack on America is the work of sleeper cells; the garments of the dead rain down on those fleeing urban apocalypse; poignant fliers are posted for The Missing. There is also a sterling American military that rides to the rescue. Deep in the credits for "War of the Worlds" is a thank-you to the Department of Defense and some half-dozen actual units that participated in the movie, from the Virginia Army National Guard to a Marine battalion from Camp Pendleton, Calif. Indeed, Mr. Spielberg seems to have had markedly more success in recruiting extras for his film than the Pentagon has had of late in drumming up troops for Iraq.

That's not the only way that "War of the Worlds" shows up Mr. Bush. In not terribly coded dialogue, the film makes clear that its Americans know very well how to distinguish a war of choice like that in Iraq from a war of necessity, like that prompted by Al Qaeda's attack on America. Tim Robbins - who else? - pops up to declare that when aliens occupy a country, the "occupations always fail." Even Tom Cruise's doltish teenage screen son is writing a school report on "the French occupation of Algeria."

Mr. Spielberg's movie illuminates, too, how Mr. Bush has flubbed the basic storytelling essential to sustain public support for his Iraq adventure. The president has made a tic of hammering in melodramatic movie tropes: good vs. evil, you're with us or you're with the terrorists, "wanted dead or alive," "bring 'em on," "mission accomplished." When you relay a narrative in that style, the audience expects you to stick to the conventions of the genre; the story can end only with the cavalry charging in to win the big final battle. That's how Mr. Spielberg deploys his platoons, "Saving Private Ryan"-style, in "War of the Worlds." By contrast, Mr. Bush never marshaled the number of troops needed to guarantee Iraq's security and protect its borders; he has now defined "mission accomplished" down from concrete victory to the inchoate spreading of democracy. To start off sounding like Patton and end up parroting Woodrow Wilson is tantamount to ambushing an audience at a John Wayne movie with a final reel by Frank Capra.

Both Mr. Bush's critics and loyalists at times misunderstand where his failure leaves America now. The left frets too much that the public just doesn't get it - that it is bamboozled by the administration and won't see the light until it digests the Downing Street memo. But even if they couldn't bring themselves to vote for John Kerry, most Americans do get it. A majority of the country view the Iraq war as "not worth it" and going badly. They intuitively sense that as USA Today calculated on Friday, there have been more U.S. military deaths (roughly a third more) in the year since Iraq got its sovereignty than in the year before. Last week an ABC News/Washington Post survey also found that a majority now believe that the administration "intentionally misled" us into a war - or, in the words of the Downing Street memo, that the Bush administration "fixed" the intelligence to gin up the mission.

Meanwhile, the war's die-hard supporters, now in the minority, keep clinging to the hope that some speech or Rovian stunt or happy political development in the furtherance of democratic Iraqi self-government can turn public opinion around. Dream on. The most illuminating of all the recent poll numbers was released by the Pew Research Center on June 13: the number of Americans who say that "people they know are becoming less involved emotionally" with news of the war has risen from 26 percent in May 2004 to 44 percent now. Like the war or not, Americans who do not have a relative or neighbor in the fight are simply tuning Iraq out.

The president has no one to blame but himself. The color-coded terror alerts, the repeated John Ashcroft press conferences announcing imminent Armageddon during election season, the endless exploitation of 9/11 have all taken their numbing toll. Fear itself is the emotional card Mr. Bush chose to overplay, and when he plays it now, he is the boy who cried wolf. That's why a film director engaging in utter fantasy can arouse more anxiety about a possible attack on America than our actual commander in chief hitting us with the supposed truth.

If anything, we're back where we were in the lazy summer of 2001, when the president was busy in Crawford ignoring an intelligence report titled "Bin Laden Determined to Attack Inside the United States" and the news media were more preoccupied with a rash of "Jaws"-like shark attacks than with Al Qaeda. The sharks are back, and the "missing girl" drama of Natalee Holloway has echoed the Chandra Levy ur-text. Even the World Trade Center is making a comeback, if we are to believe that the new Freedom Bunker unveiled for ground zero might ever be built.

AS those on all sides of the Iraq argument have said, the only way for Mr. Bush to break through this torpor is to tell Americans the truth. Donald Rumsfeld did exactly that when he said a week ago that the insurgency in Iraq might last as long as 12 years. If that's so, then what? Go ahead and argue that pulling out precipitously or setting a precise exit timetable is each a bad option, guaranteeing that Iraq will become even more of a jihad central than this ill-conceived war has already made it. But what is Plan C?

Mr. Bush could have addressed that question honestly on Tuesday night. Instead of once more cooking the books - exaggerating the number of coalition partners, the number of battle-ready Iraqi troops, the amount of non-American dollars in the Iraq kitty - he could have laid out the long haul in hard facts, explaining the future costs in manpower, money and time, and what sacrifices he proposes for meeting them. He could have been, as he is fond of calling himself, a leader.

It was a blown opportunity, and it's hard to see that there will be another chance. Iraq may not be Vietnam, but The Wall Street Journal reports that the current war's unpopularity now matches the Gallup findings during the Vietnam tipping point, the summer of 1968. As the prospect of midterm elections pumps more and more genuine fear into the hearts of Republicans up for re-election, it's the Bush presidency, not the insurgency, that will be in its last throes. Is the commander in chief so isolated in his bubble that he does not realize this? G.W.B., phone home.

Dems: Bush Administration Has Failed Vets

President Bush's recent denials concerning the financial straits of the Veterans Affairs Department represented another administration failure to level with Americans about the costs of the Iraq war, Sen. Patty Murray, D-Wash., said Saturday.

"Due to their failures, we saw troops using scrap metal to armor their Humvees," Murray said in the weekly Democratic radio address.

"Due to their failures, we saw families raising funds to buy bulletproof vests for soldiers fighting in Iraq. And now, due to their failures, we see that the VA doesn't have the money to provide the needed medical care when our troops return home."

Murray and other Democrats had long questioned whether the department would have enough money to pay medical costs for veterans returning from Iraq and Afghanistan. The administration repeatedly denied it, but the VA acknowledged last week it was short at least $1 billion this year.

On Wednesday, the Senate voted 96-0 to spend an extra $1.5 billion to cover the politically sensitive shortfall.

"We're still working to find out the exact size of the shortfall, but one thing is clear: It results from either deliberate misdirection or gross incompetence," Murray said.

"The president has an obligation to our troops, their families and to the American people to tell the truth about the costs and sacrifices necessary to win the war in Iraq," she said. "There's no better time than now, as we celebrate our country's independence and all that is great about this nation, for the president to give us the facts and lay out a plan."

BRING 'EM ON! (BUT BUSH'S DAUGHTERS WON'T GO)


Pace of troop deaths up in Iraq (see below). The Pentagon testified before the Senate that the insurgency is growing and that they can't stop it. We still don't have enough armored vehicles and proper equipment for our troops. Terrorists attacks are UP around the world. And the reality is that there were NEVER any WMD in Iraq (Bush trumped up excuses for war) NOR were there any Al Queada terrorists there BEFORE we sent troops to take over the country (Now they are being combat-trained for fighting around the globe). And we didn't even do that right with enough troops to do the job nor the proper amount of international cooperation (compare to the Gulf War or Bosnia). Billions of tax dollars (yet the wealthiest elite are paying less than ever before) flushed down the drain (and Americans losing out on services) and with it the unnecessary blood of our soldiers and innocents in Iraq.
The military can't meet its recruitment quotas (even when they reduce them) and it threatens to destroy the volunteer force in America. So why aren't the conservatives joining up to fight this war they supported and the president that started it? Could it be they are spineless hypocrites who mouth off like Rush Limbaugh but get cists on their asses when it's time to pay the price in blood and guts?


Pace of troop deaths up in Iraq

U.S. military deaths in Iraq increased by about one-third in the past year, even as Iraq established its own government and assumed more responsibility for battling the insurgency.

At least 882 U.S. troops died in the 12 months through Thursday, up from 657 in the preceding year, according to a USA TODAY analysis of Defense Department numbers. Iraqis assumed sovereignty a year ago this week, part of a U.S. strategy to lessen the visibility of U.S. troops and shift more responsibility for security to Iraq forces.

Lately, insurgents have made roadside bombs deadlier and deployed more car and suicide bombs.

Marine Lt. Gen. James Conway said at a Pentagon briefing Thursday that insurgents are increasing their use of the type of attack "that gives you the big blast and possibly causes more casualties."

"The insurgency is shifting all the time," Maj. Gen. William Webster, commander of U.S. troops in Baghdad, said recently. "This is a learning enemy."

In June, 79 U.S. servicemembers died in Iraq, about as many as in May.

President Bush has counseled patience with the mission. In marking the anniversary of sovereignty Tuesday night, he warned that there will be "tough moments that test America's resolve" in Iraq.

The insurgents' continually shifting tactics have frustrated U.S. and Iraqi military efforts to halt their attacks. For example, offensives in Fallujah and other insurgent strongholds deprived the militants of havens and forced them to scatter them throughout the country. The insurgents then regrouped in scattered pockets. The increasing use of car bombs may be part of the insurgents' reaction to the offensives that took away their secure bases.

Car bombs inflict maximum damage with minimum resources, Air Force Brig. Gen. Donald Alston, the chief U.S. military spokesman in Iraq, said Thursday.

"They've gone to more spectacular systems that could inflict more casualties per attack, likely because they can't sustain a high volume of attacks," Alston said.

The military cautions against drawing conclusions from spikes in violence. Attacks typically come in waves, and militants use the lulls between those waves to regroup, train and choose new targets.

For example, there were a record 140 car bombs in May and 135 in April. In June, the number dropped to 70, plus 18 that were discovered before they were detonated, according to the U.S. military.

Insurgents have also created more dangerous roadside bombs designed to penetrate the American military's heavily armored vehicles. "Shaped charges" are designed to concentrate the blast in a single area, increasing the chance of penetrating armor.

"We have lost soldiers and/or Marines to some of these devices," Conway said at an earlier briefing.

U.S. troops continue to train Iraqi forces. There are currently more than 168,500 trained and equipped Iraqi security forces, though not all are battle-ready. (Sam note: Only about a fourth of these troops are actually doing their jobs, the rest are just going through the motions)

Dangerous Incompetence

The president who displayed his contempt for Iraqi militants two years ago with the taunt "bring 'em on" had to go on television Tuesday night to urge Americans not to abandon support for the war that he foolishly started but can't figure out how to win.

The Bush crowd bristles at the use of the "Q-word" - quagmire - to describe American involvement in Iraq. But with our soldiers fighting and dying with no end in sight, who can deny that Mr. Bush has gotten us into "a situation from which extrication is very difficult," which is a standard definition of quagmire?

More than 1,730 American troops have already died in Iraq. Some were little more than children when they signed up for the armed forces, like Ramona Valdez, who grew up in the Bronx and was just 17 when she joined the Marines. She was one of six service members, including four women, who were killed when a suicide bomber struck their convoy in Falluja last week.

Corporal Valdez wasn't even old enough to legally drink in New York. She died four days shy of her 21st birthday.

On July 2, 2003, with evidence mounting that U.S. troop strength in Iraq was inadequate, Mr. Bush told reporters at the White House, "There are some who feel that the conditions are such that they can attack us there. My answer is, Bring 'em on."

It was an immature display of street-corner machismo that appalled people familiar with the agonizing ordeals of combat. Senator Frank Lautenberg, a New Jersey Democrat, was quoted in The Washington Post as saying: "I am shaking my head in disbelief. When I served in the Army in Europe during World War II, I never heard any military commander - let alone the commander in chief - invite enemies to attack U.S. troops."

The American death toll in Iraq at that point was about 200, but it was clear that a vicious opposition was developing. Mr. Bush had no coherent strategy for defeating the insurgency then, and now - more than 1,500 additional deaths later - he still doesn't.

The incompetence at the highest levels of government in Washington has undermined the U.S. troops who have fought honorably and bravely in Iraq, which is why the troops are now stuck in a murderous quagmire. If a Democratic administration had conducted a war this incompetently, the Republicans in Congress would be dusting off their impeachment manuals.

The administration seems to have learned nothing in the past two years. Dick Cheney, who told us the troops would be "greeted as liberators," now assures us that the insurgency is in its last throes. And the president, who never listened to warnings that he was going to war with too few troops, still refuses to acknowledge that there are not enough U.S. forces deployed to pacify Iraq.

The Times's Richard A. Oppel Jr. wrote an article recently about a tragically common occurrence in Iraq: U.S. forces fight to free cities and towns from the grip of insurgents, and then leave. With insufficient forces left behind to secure the liberated areas, the insurgents return.

"We have a finite number of troops," said Maj. Chris Kennedy of the Third Armored Cavalry Regiment. "But if you pull out of an area and don't leave security forces in it, all you're going to do is leave the door open for them to come back. This is what our lack of combat power has done to us throughout the country."

The latest fantasy out of Washington is that American-trained Iraqi forces will ultimately be able to do what the American forces have not: defeat the insurgency and pacify Iraq.

"We've learned that Iraqis are courageous and that they need additional skills," said Mr. Bush in his television address. "And that is why a major part of our mission is to train them so they can do the fighting, and then our troops can come home."

Don't hold your breath. This is another example of the administration's inability to distinguish between a strategy and a wish.

Whether one agreed with the launch of this war or not - and I did not - the troops doing the fighting deserve to be guided by leaders in Washington who are at least minimally competent at waging war. That has not been the case, which is why we can expect to remain stuck in this tragic quagmire for the foreseeable future.

All this president and his political party care about is giving huge taxcuts to their corporate elitist supporters at the expense of the country's future. He's dangerous to the health of the country while putting up a false front to appear as if he really cares.

The True Cost of War

In anger and embarrassment, Congressional Republicans are scrambling to repair a budget shortfall in veterans' medical care now that the Bush administration has admitted it vastly underestimated the number of returning Iraq and Afghanistan personnel needing treatment. The $1 billion-plus gaffe is considerable, with the original budget estimate of 23,553 returned veterans needing care this year now ballooning to 103,000. American taxpayers should be even more furious than Congress.

The Capitol's Republican majorities have shown no hesitation in signing the president's serial blank-check supplemental budgets for waging the war, yet they repeatedly ignored months of warnings from Democrats that returning veterans were being shortchanged. One Republican who warned of the problem - Representative Christopher Smith of New Jersey - lost his chairmanship of the Veterans Affairs Committee after pressing his plea too boldly before the House leadership.

But partisan resistance melted in a flood of political chagrin once the administration admitted the budget error, which was first discovered in April but only now disclosed. The explanation offered - the gaffe was due to using dated formulas based on prewar calculations - left Republicans sputtering all the more.

All wars necessarily involve mismanagement, even successful ones. But there is no excuse for treating the needs of wounded and damaged warriors as a budgetary afterthought. Congressional Republicans were far from innocent victims of administrative ineptitude or deception. After years of approving record tax cuts and budget deficits, they stuck to this year's pre-election script of fictitious "budget tightening" that underestimated inevitable expenses and shortchanged returning veterans with higher health care enrollment fees and drug co-payments. The only comfort for the American public is that unlike many of the war's problems, this one can be repaired, providing partisan combat is suspended in the Capitol.

President Bush's pep talk to the nation Tuesday night was a major disappointment. He again rewrote history by lumping together the terrorist attacks of Sept. 11, 2001, and the need for war in Iraq, when, in fact, Saddam Hussein's Iraq had no connection to Al Qaeda. Bush spoke of "difficult and dangerous" work in Iraq that produces "images of violence and bloodshed," but he glossed over the reality of how bad the situation is. He offered no benchmarks to measure the war's progress, falling back on exhortations to "complete the mission" with a goal of withdrawing troops "as soon as possible."

Bush spoke at Ft. Bragg, N.C., and offered proper respect and thanks to U.S. troops, more than 1,700 of whom have been killed in Iraq. But his address on the first anniversary of the transfer of sovereignty to Iraq gave no glimpse of how much longer 140,000 U.S. troops must remain there. Defense Secretary Donald H. Rumsfeld gave no timetable either but did say Sunday that the insurgency could last a dozen years. That realistic analysis marked quite a change from Vice President Dick Cheney's claim a few weeks earlier that the insurgency was in its "last throes."

Last week, the top military commander in the Middle East, Gen. John P. Abizaid, also recognized reality by telling Congress that the strength of the insurgency was about the same as six months ago, before Iraq's national assembly elections. The January vote, hailed again by Bush as a landmark on the journey toward democracy, was soon overshadowed by renewed violence as legislators dithered in forming a government.

The U.S. has had too few troops in the country since right after the March 2003 invasion. Bush said Tuesday that if commanders ask him for more troops, he will send them. But he quickly announced why no one should bother asking: Sending more Americans would undercut Iraqis' will to lead the fight against insurgents and would signal "that we intend to stay forever."

Who could disagree with the administration's goal of a democratic Iraq that respects human rights? But again, time for a reality check. A Times report last week noted complaints that the country's special security forces resemble too much those of Hussein's day, abusing and torturing those they arrest. A report Monday told of conservative Shiite militia groups taking over the southern city of Basra, killing political foes and punishing those violating their interpretation of Islam.

Bush might be right to now put Iraq at the center of the "global war on terror," but it didn't have that status before the invasion. Al Qaeda flocked to Baghdad after the invasion and used Iraq as a rallying point for Muslims outraged by the U.S. invasion of an Arab nation.

Recent polls indicate that Americans are understandably upset at spending $200 billion and so many lives in Iraq, while hearing only rhetoric about staying the course. If more months pass with Iraqi forces leaning on the safety net of U.S. troops, politicians putting tribe and religious community ahead of nation, and the daily havoc of suicide bombers, presidential scrutiny through rose-colored glasses will fall on ever-deafer ears. The public can recognize the difference between rhetoric and reality.

President Bush's Speech About Iraq

President Bush told the nation last night that the war in Iraq was difficult but winnable. Only the first is clearly true. Despite buoyant cheerleading by administration officials, the military situation is at best unimproved. The Iraqi Army, despite Mr. Bush's optimistic descriptions, shows no signs of being able to control the country without American help for years to come. There are not enough American soldiers to carry out the job they have been sent to do, yet the strain of maintaining even this inadequate force is taking a terrible toll on the ability of the United States to defend its security on other fronts around the world.

We did not expect Mr. Bush would apologize for the misinformation that helped lead us into this war, or for the catastrophic mistakes his team made in running the military operation. But we had hoped he would resist the temptation to raise the bloody flag of 9/11 over and over again to justify a war in a country that had nothing whatsoever to do with the terrorist attacks. We had hoped that he would seize the moment to tell the nation how he will define victory, and to give Americans a specific sense of how he intends to reach that goal - beyond repeating the same wishful scenario that he has been describing since the invasion.

Sadly, Mr. Bush wasted his opportunity last night, giving a speech that only answered questions no one was asking. He told the nation, again and again, that a stable and democratic Iraq would be worth American sacrifices, while the nation was wondering whether American sacrifices could actually produce a stable and democratic Iraq.

Given the way this war was planned and executed, the president does not have any good options available, and if American forces were withdrawn, Iraq would probably sink into a civil war that would create large stretches of no man's land where private militias and stateless terrorists could operate with impunity. But if Mr. Bush is intent on staying the course, it will take years before the Iraqi government and its military are able to stand on their own. Most important of all - despite his lofty assurance last night that in the end the insurgents "cannot stop the advance of freedom" - all those years of effort and suffering could still end with the Iraqis turning on each other, or deciding that the American troops were the ultimate enemy after all. The critical challenge is to gauge, with a clear head, exactly when and if the tipping point arrives and the American presence is only making a terrible situation worse.

Mr. Bush has been under pressure, even from some Republicans, to come up with a timeline for an exit. It makes no sense to encourage the insurrectionists by telling them that if their suicide bombers continue to blow themselves up at the current rate, the Americans will be leaving in six months or a year. It is Iraq's elected officials, who desperately need an American presence, who have to be told that Washington's support isn't open-ended.

The elected government is the only hope, but its current performance is far from promising. While the support of the Shiite's powerful Ayatollah Ali al-Sistani for the democratic elections was heartening, the Shiite majority in Parliament is mainly composed of religious parties competing to demonstrate that they have the ayatollah's ear. The Kurds continue to put broader national interests behind their own goal of an autonomous ministate that would include the oil fields of Kirkuk. The Sunnis, who boycotted the election, are only now being brought into the constitution-writing effort and so far have made no real effort to mobilize against the terrorists in their midst.

Pressure from the Bush administration for the government to do better has increased since the State Department took control of Iraq policy from the Pentagon. But there is much more to do, and the president needed to show the American people that he is not giving the Iraqi politicians a blank check to fritter away their opportunities.

Listening to Mr. Bush offer the usual emotional rhetoric about the advance of freedom and the sacrifice of American soldiers, our thoughts went back to some of the letters we received in anticipation of the speech. One was from the brother of a fallen Marine, who said he did not want Mr. Bush to say the war should continue in order to keep faith with the men and women who have died fighting it. "We do not need more justifications for the war. We need an effective strategy to win it," he wrote. Another letter came from an opponent of the invasion who urged the American left to "get over its anger over President Bush's catastrophic blunder" and start trying to figure out how to win the conflict that exists.

No one wants a disaster in Iraq, and Mr. Bush's critics can put aside, at least temporarily, their anger at the administration for its hubris, its terrible planning and its inept conduct of the war in return for a frank discussion of where to go from here. The president, who is going to be in office for another three and a half years, cannot continue to obsess about self-justification and the need to color Iraq with the memory of 9/11. The nation does not want it and cannot afford it.

The New McCarthyism

In the 1950s the right wing attacked liberals as being communists. In 2005 Karl Rove has attacked liberals as being therapists. Thus is born a kinder and gentler form of McCarthyism.

Named after the late Sen. Joe McCarthy, who never let the facts get in the way of his lust to charge liberals with sedition, McCarthyism has come to mean "guilt by association." What gave McCarthyism its power was the fact that the senator from Wisconsin did not invent the danger posed to the United States by Soviet communism. The Soviet Union was a real threat, and there were real communist spies working in America.

What made McCarthy and his allies so insidious was their eagerness to level the "soft on communism" charge against even staunchly anticommunist liberals. One of them was Secretary of State Dean Acheson, an architect of Harry Truman's tough policy of containing Soviet power. In the 1952 presidential campaign, Richard Nixon pounded Democratic nominee Adlai Stevenson for earning a "PhD from Dean Acheson's College of Cowardly Communist Containment."

The McCarthyites' real enemies were not communists but the New Deal liberals who had dominated U.S. politics for 20 years. The McCarthy crowd was willing to divide the nation at a time of grave international peril if that's what it took to beat the liberals.

Rove's instantly famous speech last week to the New York State Conservative Party should be read in light of this history and not be written off as a cheap, one-time partisan attack. On the contrary, the address by Rove, President Bush's most important adviser, provides the outlines of a sophisticated strategy aimed at making liberals and Democrats all look soft on terrorism.

Here are the key passages: "Conservatives saw the savagery of 9/11 and the attacks and prepared for war; liberals saw the savagery of the 9/11 attacks and wanted to prepare indictments and offer therapy and understanding for our attackers. In the wake of 9/11, conservatives believed it was time to unleash the might and power of the United States military against the Taliban; in the wake of 9/11, liberals believed it was time to submit a petition. . . . Conservatives saw what happened to us on 9/11 and said: 'We will defeat our enemies.' Liberals saw what happened to us and said: 'We must understand our enemies.' "

Liberals and Democrats were enraged by Rove because virtually every officeholding liberal and Democrat closed ranks behind President Bush on Sept. 11. They endorsed the use of force against the terrorists and, when the time came, strongly backed the war in Afghanistan.

But Rove knows how to play this game. The only evidence he adduces for his therapy charge is a petition in which the current executive director of MoveOn.org called for "moderation and restraint" in the wake of Sept. 11. Rove then slides smoothly from the attack on MoveOn to attacks on Michael Moore and Howard Dean. Finally, Rove tosses in an assault on Sen. Richard Durbin (D-Ill.) for his statement that an FBI report on the treatment of prisoners at Guantanamo Bay, Cuba, might remind Americans of the practices of Nazi and communist dictatorships.

In the ensuing controversy, Rove's defenders cleverly sought to pretend that there was nothing partisan about Rove's speech. "Karl didn't say 'the Democratic Party,' " insisted Ken Mehlman, the Republican national chairman. "He said 'liberals.' " It must have been purely accidental that one of the "liberals" mentioned was the Democratic national chairman and another was the Senate Democratic whip. It must also have been accidental that both of them, like most other liberals, supported the war in Afghanistan, not therapy. At the time, Durbin called the war "essential."

On Friday White House spokesman Scott McClellan narrowed the Rove attack even more. McClellan found it "puzzling" that Democrats were "coming to the defense of liberal organizations like MoveOn.org and people like Michael Moore," when in fact Democrats were coming to their own defense. McClellan also ignored what Mehlman had conceded the day before -- and what the text of Rove's remarks plainly shows: that Rove was attacking liberals generally, not just these two targets.

That's how guilt by association works. Make a charge and then -- once your attack is out there -- pretend that your words have been misinterpreted. Split your opponents. Put them on the defensive. Force them to say things like: "No, we're not soft on terrorism," or, "I'm not that kind of liberal." Once this happens, the attacker has already won.

Respectable opinion treats Rove's speech as just another partisan flap. It's much more. It's the reincarnation of a style of politics that turns political opponents into traitors or dupes who are soft on the nation's enemies. Welcome back to the '50s.

From Memos, Insights Into Ally's Doubts On Iraq War
British Advisers Foresaw Variety of Risks, Problems

LONDON -- In the spring of 2002, two weeks before British Prime Minister Tony Blair journeyed to Crawford, Tex., to meet with President Bush at his ranch about the escalating confrontation with Iraq, Foreign Secretary Jack Straw sounded a prescient warning.

"The rewards from your visit to Crawford will be few," Straw wrote in a March 25 memo to Blair stamped "Secret and Personal." "The risks are high, both for you and for the Government."

In public, British officials were declaring their solidarity with the Bush administration's calls for elimination of Iraq's weapons of mass destruction. But Straw's memo and seven other secret documents disclosed in recent months by British journalist Michael Smith together reveal a much different picture. Behind the scenes, British officials believed the U.S. administration was already committed to a war that they feared was ill-conceived and illegal and could lead to disaster.

The documents indicate that the officials foresaw a host of problems that later would haunt both governments -- including thin intelligence about the nature of the Iraqi threat, weak public support for war and a lack of planning for the aftermath of military action. British cabinet ministers, Foreign Office diplomats, senior generals and intelligence service officials all weighed in with concerns and reservations. Yet they could not dissuade their counterparts in the Bush administration -- nor, indeed, their own leader -- from going forward.

"I think there is a real risk that the administration underestimates the difficulties," David Manning, Blair's chief foreign policy adviser at the time, wrote to the prime minister on March 14, 2002, after he returned from meetings with Condoleezza Rice, then Bush's national security adviser, and her staff. "They may agree that failure isn't an option, but this does not mean they will necessarily avoid it."

A U.S. official with firsthand knowledge of the events said the concerns raised by British officials "played a useful role."

"Were they paid a tremendous amount of heed?" said the official, who spoke on the condition of anonymity. "I think it's hard to say they were."

Critics of the Bush administration contend the documents -- including the now-famous Downing Street Memo of July 23, 2002 -- constitute proof that Bush made the decision to go to war at least eight months before it began, and that the subsequent diplomatic campaign at the United Nations was a charade, designed to convince the public that war was necessary, rather than an attempt to resolve the crisis peacefully. They contend the documents have not received the attention they deserve.

Supporters of the administration contend, by contrast, that the memos add little or nothing to what is already publicly known about the run-up to the war and even help show that the British officials genuinely believed Iraq had weapons of mass destruction. They say that opponents of Bush and Blair are distorting the documents' meaning in order to attack both men politically.

But beyond the question of whether they constitute a so-called smoking gun of evidence against the White House, the memos offer an intriguing look at what the top officials of the United States' chief ally were thinking, doing and fearing in the months before the war.

This article is based on those memos, supplemented by interviews with officials on both sides of the Atlantic -- none of whom was willing to be cited by name because of the sensitivity of the issue -- and written accounts. Spokesmen for the Foreign Office and the prime minister's office declined to comment but did not question the authenticity of the documents.

Debating Military Action

British concerns over the direction of Iraq policy began long before July 2002. By the end of January of that year, officials said, the British Embassy in Washington informed London that U.S. military planning for an invasion of Iraq had begun. The sense of alarm here increased after Bush, in his State of the Union address on Jan. 29, branded Iraq, Iran and North Korea as an "axis of evil" -- a phrase many people in Britain saw as bellicose and simplistic.

Blair did not share their view. His aides contend that in the days immediately after the attacks of Sept. 11, 2001, Blair saw Saddam Hussein's Iraq as a potential danger that needed to be dealt with. But the prime minister faced an entirely different set of obstacles, political and legal, than Bush did, including much stronger domestic opposition to war.

The first major British cabinet discussion on Iraq took place March 7, 2002, according to the memoirs of Robin Cook, the former foreign secretary who quotes several senior cabinet secretaries as raising questions about the war. "What has changed that suddenly gives us the legal right to take military action that we didn't have a few months ago?" demanded David Blunkett, one of Blair's closest political allies.

Blair defended his approach, Cook reported, by saying Britain's national interest lay in staying closely allied with the United States. "I tell you that we must steer close to America," Blair said, according to Cook. "If we don't, we lose our influence to shape what they do."

These themes would be repeated regularly in the first six Downing Street memos, composed between the March 7 cabinet meeting and Blair's trip to Crawford a month later.

The first memo was a 10-page options paper produced by the overseas and defense secretariat of the Cabinet Office the day after the cabinet meeting. It noted that British intelligence on Iraq was poor, that no legal justification currently existed for invasion and that removing Hussein's government "could involve nation building over many years." Still, it concluded: "Despite the considerable difficulties, the use of overriding force in a ground campaign is the only option that we can be confident will remove Saddam and bring Iraq back into the international community."

In his memo to Blair six days later, Manning wrote that "Bush has yet to find the answers to the big questions." The foreign policy adviser raised several matters, including "how to persuade international opinion that military action against Iraq is necessary and justified" and "what happens on the morning after?"

On March 22, Peter Ricketts, then political director of the Foreign Office, wrote to Straw that Blair could also "bring home to Bush some of the realities" and "help Bush make good decisions by telling him things his own machine probably isn't." Ricketts went on to warn that a military campaign would need "clear and compelling military objectives" and that regime change "does not stack up."

"Regime change which produced another Sunni General still in charge of an active Iraqi WMD program would be a bad outcome," Ricketts concluded.

Finally, Straw weighed in with his own memo to Blair laying out the political problems in convincing members of Parliament in the ruling Labor Party that the use of force was justified, legal and would produce the desired result. But even after legal justification, Straw added, "We have also to answer the big question -- what will this action achieve? There seems to be a larger hole on this than on anything."

A U.S. official who observed the process said British objections followed a traditional path. "To some extent the mandarins were playing the role they were acculturated to play in the Washington-London dialectic, which is always to play devil's advocate," he said. "I'm not saying they were sanguine -- they weren't -- but since time immemorial they have always played Athens to our Rome, working hard to remove us from a tendency toward what they consider impetuosity or misguided idealism."

The Crawford Meeting

At the Crawford summit, in April 2002, Bush and Blair discussed the prospect of going to war in the spring or fall of 2003. According to a Cabinet Office briefing paper prepared in July, Blair told Bush that "the U.K. would support military action to bring about regime change, provided that certain conditions were met: efforts had been made to construct a coalition/shape public opinion, the Israel-Palestine Crisis was quiescent, and the options for action to eliminate Iraq's WMD through U.N. weapons inspectors had been exhausted."

In a post-summit speech at the George Bush Presidential Library in College Station, Tex., Blair offered a cryptic criticism of his own advisers. His commitment to democratic values, Blair said, "means that when America is fighting for those values, then, however tough, we fight with her -- no grandstanding, no offering implausible and impractical advice from the touchline."

"In the end, only Blair and Bush know what they said to each other at Crawford and what they agreed to," said a senior British official. "They spent a long time together with no one else around, which was most unusual."

After his return from Washington, officials and analysts say, Blair sought to unify the fractious elements within his government and party around a policy of coercive diplomacy. "Blair comes back from Crawford with a clear sense that the Americans are preparing for war," said Michael Clarke, director of the International Policy Institute at King's College, who met with policymakers at key points during the year. "But the British approach is slightly different -- that we are preparing for war as a means of forcing Iraq to comply so that we don't actually have to fight."

By the early summer of 2002, officials said, there was a new sense of alarm and concern in London. The Bush administration had not committed to seeking U.N. support, and U.S. forces were increasing flyovers and other military activities that officials feared could be provocative. Meanwhile, opinion polls were showing that a majority of Britons opposed military action and 160 members of Parliament had signed a proposed resolution urging caution.

Several senior officials were dispatched to the United States for consultations. When they returned to London, a meeting was scheduled that produced two more secret documents. The first was a Cabinet Office briefing paper dated July 21 that expressed concern that stepped-up U.S. air raids inside Iraq created "the risk that military action is precipitated in an unplanned way."

The briefing paper also said that a Security Council resolution setting up the return of U.N. inspectors to Iraq could be drafted in a way that Hussein would find unacceptable. "It is just possible that an ultimatum could be cast in terms which Saddam would reject (because he is unwilling to accept unfettered access) and which would not be regarded as unreasonable by the international community," the memo reported.

On July 23, officials gathered at Blair's office. Among them were Straw; Manning; Richard Dearlove, chief of Britain's MI6 intelligence agency; Defense Secretary Geoff Hoon; Attorney General Peter Goldsmith; and Adm. Michael Boyce, chief of the Defense Staff.

Dearlove, a veteran intelligence operative with a reputation for being hard-nosed and ambitious, had just returned from a visit to Washington, where officials say he met with Rice and CIA Director George J. Tenet.

According to the July 23 memo, Dearlove reported "a perceptible shift in attitude" in Washington. "Military action was now seen as inevitable," the memo said, adding that the president's National Security Council "had no patience with the U.N. route." Dearlove also included the observation that "the intelligence and facts were being fixed around the policy."

Straw, who was consulting daily with his American counterpart, Secretary of State Colin L. Powell, reiterated that "it seemed clear that Bush had made up his mind to take military action, even if the timing was not yet decided," according to the memo. But, Straw added, "the case was thin." He urged the government to produce a plan for an ultimatum to allow U.N. weapons inspectors to return to Iraq.

The memo indicates that officials believed Iraq had such weapons. What would happen, asked Boyce, if Hussein "used WMD on day one" of an attack, or on Kuwait? "Or on Israel," Hoon added.

It also suggests that the purpose of British pressure to return to the United Nations was not to settle the crisis peacefully through the inspection system, but to build a legal justification for war. Blair is cited as saying that "it would make a big difference politically and legally if Saddam refused to allow in the U.N. inspectors."

Back to the U.N.

Blair had an ally in Powell, who was also counseling that another approach had to be made to the United Nations before an international coalition could be assembled to back the use of military force.

When Blair sat down with Bush at Camp David on Sept. 7, 2002, the president told him he had decided to seek a Security Council resolution demanding Iraqi compliance. Blair looked greatly relieved, according to Bob Woodward's book, "Plan of Attack," which was published last year. But then Bush looked Blair in the eye and warned that dealing with the Iraqi threat would still likely entail war.

"I'm with you," Blair replied, according to Woodward's book.

The U.S.-led invasion of Iraq began on March 20, 2003. Many inside the British policy establishment still feel angry and bruised about the invasion and its aftermath. Analysts say the leak of the documents shows the depth of those feelings.

"No doubt from the British point of view Iraq has been a strategic blunder -- not just a mistake, but a mistake that we're still paying for," said Clarke, of King's College. "Still, while no one in government would ever say it, the rationale from the British point of view is that our strategic relationship with the U.S. is more important than any single campaign we fight on its behalf. The basic calculation was: Right or wrong, it is in our interest to stand with the United States."
